They engage in all manner of bribery and corruption. Everyone pays cash and does not require receipts when purchasing things, so there is no way to track income for taxation. They also need a more balanced social democratic system, the government can not take from the people what they don't have. People must work and then they can share with the running of the country. The global financial crisis started in the USA. Sadly the USA is heading to a depression. But I would never be so callous as to say "now they're paying for it." I know the brunt of those who will suffer the most had nothing to do with the actions of Wall Street and the government.
